Hawaii License to Carry for Non-Residents
Qualified non-residents may have a pathway to apply for a Hawaii License to Carry. Hawaii should not be treated as an automatic reciprocity state. An out-of-state concealed carry permit does not by itself authorize someone to carry a firearm in Hawaii. Applicants should understand Hawaii’s own licensing, firearm, training, live-fire, registration, and county-specific requirements before traveling.

A Hawaii-specific process
Your mainland permit does not become a Hawaii permit.
Hawaii should be approached as its own firearms and licensing jurisdiction. Do not assume that an Arizona, Utah, Florida, California, or other state carry credential authorizes carry in Hawaii or automatically satisfies Hawaii training requirements.

Current non-resident eligibility
Qualified out-of-state residents may apply for a Hawaii License to Carry, subject to the eligibility, training, documentation, and application requirements of the issuing county police department.
Following developments in Solinsky v. Lopez, Honolulu and Maui have been accepting applications from qualified non-residents in practice. Procedures may differ by county, and applicants should confirm current requirements directly with the appropriate police department before applying.
